Latest convictions from IFE investigations:
On December 15, 2009 at Provincial Court in Gander, NL, William Dawe of Glenwood, NL was convicted of illegally netting inland waters, possessing Atlantic salmon caught in contravention and obstruction of an officer. He received a total fine of $3,750.00 and was prohibited from fishing inland waters for a period of 3 years. Items seized during the investigation were forfeited to the Crown including an eighty foot salmon net and 5 Atlantic salmon. Mr. Dawe was apprehended by Provincial Inland Fish Enforcement officers on August 26, 2009 in the Gander Lake area. After receiving information from Crime stoppers regarding illegal netting activity in the area, officers strategically planned and initiated a surveillance operation resulting in successful apprehension and subsequent convictions.
On December 7, 2009 at Provincial Court in Stephenville, NL, Thomas Young of Stephenville Crossing, NL was convicted of possessing a net near inland waters. He received a $1,000.00 fine and was prohibited from inland waters for a period of 1 year. A net and pack sack seized during the investigation were forfeited to the Crown. Mr. Young was apprehended by Provincial Inland Fish Enforcement officers on June 30, 2009 at Rocky Point near the community of Stephenville Crossing, NL.
On December 1, 2009 at Provincial Court in Grand Falls-Windsor, NL, Winston Loveman of Wild Bight, NL was convicted of failing to comply with the conditions of his bait licence by not releasing Atlantic salmon. He received a fine of $1,000.00. Mr. Loveman was apprehended by Provincial Inland Fish Enforcement officers on June 29, 2009 at Wild Bight, near the community of Leading Tickles, NL.

On August 18, 2009 at Provincial Court in Gander, NL, Danny Gidge of Herring Neck, NL was convicted of failing to comply with the conditions of his bait licence by failing to release Atlantic salmon and being in illegal possession of Atlantic salmon. He received a total fine of $1,500.00. Salmon seized during the investigation were forfeited to the Crown. Mr. Gidge was apprehended by IFE officers on June 29, 2009 near the community of Herring Neck, NL.
On July 27, 2009 at Provincial Court in Grand Falls –Windsor, NL, Hedley Rideout of Robert’s Arm, NL was convicted of possessing fish caught in contravention, having angling gear in readiness for fishing near scheduled waters during close time and being in possession of salmon that was not properly tagged. He received at total fine of $575.00 and all items were forfeited to the Crown including three spincast rods & reels, trout and salmon. Mr. Rideout was apprehended by IFE officers on May 16, 2009 at Tommy’s Arm, NL.
On July 20, 2009 at Provincial Court in Stephenville, NL, Kevin Young of Heatherton, NL was convicted of angling scheduled waters during close times. He received a $500.00 fine and was prohibited from being on, at or near inland waters for a period of 1 year, except for the purpose of fishing in accordance with the terms of his commercial fishing license. Mr. Young was observed by IFE officers angling at Fischells River on May 21, 2009
On July 14, 2009 at Provincial Court in Gander, NL, Jamie Gleason of Virgin Arm, NL was convicted of using a line equipped with more than one hook while angling in scheduled waters, jigging Atlantic salmon in inland waters and possessing Atlantic salmon caught in contravention. He received a total fine of $2,000.00. A car, rod & reel, five (5) Atlantic salmon and associated fishing tackle were forfeited to the Crown. Mr. Gleason was apprehended by IFEP officers during Operation "Double Claw". An undercover operation conducted on the Campbellton River by IFEP during the summers of 2007 and 2008.
In response to concerns expressed by local residents
and conservation
groups about poaching activities on the Humber River near the spillway
at Deer Lake, an extensive
undercover investigation by Department of Justice Inland Fish
Enforcement officers has
resulted in significant fines and penalties. Commenced in 2007
Operation Click resulted in eight individuals receiving fishing
prohibitions ranging
from one to five years. As well, fines totalling more than $20,000 have
been
imposed and a significant amount of equipment has been forfeited.
Officers are
continuing to respond to complaints of salmon poaching and during the
last two weeks,
seven investigations involving illegal netting in the Bay St. George
and Notre Dame Bay areas have taken place.
These investigations resulted in 30 charges against nine individuals,
including the
offences of illegal netting of Atlantic salmon, illegal possession of
salmon and obstruction of a peace officer. Also, 13 Atlantic salmon, a
pick-up
truck, an all-terrain vehicle, two boats, and an assortment of fishing
related equipment have been seized. Since Inland Fish Enforcement
commenced
2009 seasonal operations in May, a total of 117 fish-related charges
against 55 individuals have been filed. Numerous offences involving
all-terrain
vehicles, hunting and firearms violations have also been encountered.

The Inland Fish Enforcement team is mandated to protect inland fish stocks and detect and apprehend poachers. The most recent statistics available show that over 130,000 residents participate in recreational fishing in this province each year with direct spending totalling more than $95 million. Since 2004, the Government of Newfoundland and Labrador has invested over $10 million to protect valuable inland fish resources.

On July 7, 2009 at Provincial Court in Springdale, NL, Navin Young of Burlington, NL was convicted of angling scheduled waters during close time. He received a $250.00 fine and a spin cast rod & reel was forfeited to the Crown. Mr. Young was apprehended by IFE officers on May 18, 2009 near the Burlington River.
On June 25, 2009 at Provincial Court in Corner Brook, NL, Rockwell Parsons of Deer Lake, NL was convicted on three counts of possessing improperly tagged salmon, one count of possessing salmon caught in contravention and a count of exceeding the yearly quota for salmon. He received a total fine of $9,000.00 (i.e. $3, 000.00 for the first three counts and $6,000.00 for last two counts). He was also prohibited from applying/obtaining a fishing licence, fishing in inland waters and being within 10 meters of inland waters for a period of 5 years. He was also prohibited from the parking lot at the spillway in Deer Lake for a period of 5 years. Mr. Parsons was apprehended by IFEP officers during the takedown of Operation "Click" on August 22, 2008. Operation "Click" was a 15 month investigation conducted by the IFEP into salmon poaching on the Humber River at the Deer Lake Tailrace.
On June 23, 2009 at Provincial Court in Grand Falls-Windsor, NL, Stephen Lush of Grand Falls-Windsor, NL, was convicted of angling in scheduled waters during close time. He received a $250.00 fine and two rods & reels were forfeited to the Crown. Mr. Lush was apprehended by an Inland Fish Enforcement officer on May 3, 2009 at the Exploits River near the community of Badger, NL.
On June 9, 2009 at Provincial Court in Corner Brook, NL, Paul Penney of Pasadena, NL was convicted of jigging fish in scheduled waters and using a line equipped with more than one hook. He received a total fine of $1,000.00 and all items seized were forfeited to the Crown including a rod & reel, an inland fishery salmon licence, triple claw jigger and seven (7) trout. He was also prohibited from fishing, obtaining a fishing licence and being within 10 meters of inland waters for a period of one year. Mr. Penney was apprehended by an Inland Fish Enforcement officer on August 30, 2008 at South Brook near the community of Pasadena, NL.
On May 28, 2009 at Provincial Court in Corner Brook, NL, Wade Rubia of St. Judes, NL was convicted of possessing improperly tagged salmon and angling in closed area. He received a total fine of $1,000.25 including victim fine surcharge. He was also prohibited for 2 years from applying for and obtaining an inland fishery licence and fishing inland waters. All items seized were forfeited to the Crown including seven (7) Atlantic salmon, fishing vest, rod and reel. Mr. Rubia was apprehended by IFEP officers during the takedown of Operation "Click" on August 22, 2008. Operation "Click" was a 15 month investigation conducted by the IFEP into salmon poaching on the Humber River at the Deer Lake Tailrace.
On May 26, 2009 at Provincial Court in Corner Brook, NL, Dwayne Sparkes of Dawson Creek, BC while being a non-resident was convicted of angling scheduled waters without a valid inland fishery licence and did possess fish caught in contravention. He received a total fine of $600.00 and all items seized were forfeited to the Crown including trout, a dip net, two buckets, two rods and reels and a tackle box containing assorted fishing tackle. Mr. Sparkes was apprehended on May 20, 2009 by Inland Fish Enforcement officers at the Humber River near Deer Lake, NL.
On May 12, 2009 at Provincial Court in Corner Brook, NL, Paul M. Forsey of Deer Lake, NL was convicted of catching and retaining fish, namely Atlantic salmon, in excess of his daily allowable quota. He received a $1,000 fine and was prohibited for one year from salmon fishing. Mr. Forsey was apprehended by IFEP officers during the takedown of Operation "Click" on August 22, 2008. Operation Click was a 15 month investigation conducted by the IFEP into salmon poaching on the Humber River at the Deer Lake Tailrace.
On April 29, 2009 at Provincial Court in Port aux Basques, NL, Theodore Anderson of Port aux Basques, NL was convicted of possessing a net near inland waters, possessing fish caught in contravention, fishing for salmon during closed time and possessing untagged salmon. He received at total fine of $6,500.00 and was prohibited for 3 years from holding an inland fishery licence for salmon. Three (3) Atlantic salmon, one boat, one gill net and related equipment were forfeited to the Crown. Mr. Anderson was apprehended by Inland Fish Enforcement officers on June 14, 2008 at Little Bay near the community of Port Aux Basques, NL.
On March 26, 2009 at Provincial Court in Gander, NL Charles Harvey of Campbellton, NL was convicted of possessing salmon that was not properly tagged, unlawfully using a line equipped with more than one hook on a scheduled salmon river, jigging Atlantic salmon and trout, possessing salmon and trout caught in contravention. Mr. Harvey pled guilty to a total of 9 offences. He received a total fine of $7,000.00 and was prohibited for five (5) years from recreational and commercial fishing. All items seized by Inland Fish Enforcement officers was forfeited to the Crown, including twenty-nine (29) Atlantic salmon, fishing rod & reel, double and triple claw jiggers, etc. Mr. Harvey was apprehended by IFEP officers during Operation Double Claw. An undercover operation conducted on the Campbellton River by IFEP during the summers of 2007 and 2008.
On March 10, 2009 at Provincial Court in Gander, NL, John Harnett of Campbellton, NL was convicted of angling on a scheduled salmon river with a line equipped with more than one hook, jigging Atlantic salmon and possessing salmon caught in contravention. He received a total fine of $1,700.00, $1,000.00 on count #1 and $350.00 each of the other counts. All items seized during the investigation were forfeited to the Crown including salmon and rod & reel. Mr. Harnett was apprehended by IFEP officers during Operation Double "Claw". An undercover operation conducted on the Campbellton River by IFEP during the summer of 2007 and 2008.
On March 3, 2009 at Provincial Court in Grand Falls-Windsor, NL, Morgan White of Grand Falls-Windsor, NL was convicted of possessing an Atlantic salmon that was not properly tagged and possessing a salmon that exceeded the length limit. He received a total fine of $400.00. All items seized during the investigation were forfeited to the Crown including one salmon, rod & reel and pack sack. Mr. White was apprehended on June 25, 2008 near the Exploits River by IFEP officers.
On February 24, 2009 at Provincial Court in Corner Brook, NL, Guy Caravan of Deer Lake, NL was convicted of angling in an area closed to angling. He received a $500.00 fine and was prohibited for 1 year from fishing for any species of fish in all inland waters. Mr. Caravan was apprehended by IFEP officers during Operation "Click" at the Deer Lake Tailrace.
On February 18, 2009 at Provincial Court in Port aux Basques, NL, Walter White and Todd Anderson of Port aux Basques, NL were both convicted of possessing a net near inland waters and possessing lobsters without a licence. Each received a $500.00 on the first count and $1,000.00 on the second count. The total fine was $3,000.00. Both individuals also received a three year prohibition from inland waters. One salmon net and 15 lobsters seized during the investigation were forfeited to the Crown. Mr. White and Mr. Anderson were apprehended on June 15, 2008 by IFEP officers at Little Bay near the community of Port aux Basques, NL.
On February 13, 2009 at Provincial Court in Stephenville, NL, Rick Chaisson and Donovan Benoit were convicted of angling during close time and each received a fine of $400.00. Rods, reels and trout seized during the investigation were forfeited to the Crown. Mr. Chaisson and Mr. Benoit were apprehended by an IFEP officer on May 19, 2008 at Southwest Brook near the community of St. George's, NL.
On February 3, 2009 at Provincial Court in Grand Falls-Windsor, NL, Barry George of Grand Falls- Windsor, NL was convicted of possessing an Atlantic salmon that was not properly tagged. He received a $250.00 fine and the salmon that was seized was forfeited to the Crown. Mr. George was apprehended near the Exploits River on July 10, 2008 by IFEP officers.
On January 15, 2009 at Provincial Court in Corner Brook, NL, Rick Wells of Reidville, NL was convicted of being in possession of a salmon net near inland waters. Mr. Wells received a $1,000.00 fine and was prohibited from being within 10 metres of any Canadian fishery waters for 3 years except for travel purposes and he was also prohibited from holding a fishery licence for 3 years. A 2002 Chevrolet Impala car, salmon net and fish tray seized by investigating officers was forfeited to the Crown. Mr. Reid was apprehended by IFEP officers on June 15, 2008 near Cache Rapids, Humber River on the provinces west coast.
On January 6, 2009 at Provincial Court in Corner Brook, NL, Robert Webb of Pynn's Brook, NL was convicted of being in possession of an Atlantic salmon greater than 63 centimetres in length and an Atlantic salmon that was not properly tagged. He received a total fine of $2,400.00, i.e. $1,200.00 on each count. He was prohibited from being within 10 metres of any Canadian fishery waters for 3 years except for travel purposes and he was also prohibited from holding a provincial inland fishery licence for 3 years. All items seized were forfeited to the Crown. Mr. Webb was apprehended by IFEP officers on August 31, 2008 near the Serpentine River on the provinces west coast.
On January 6, 2009 at Provincial Court in Corner Brook, NL, Calvin James of Charolette Maine, USA was convicted of angling scheduled waters without a non-resident salmon inland fishery licence. He received a $500.00 fine and all items seized were forfeited to the Crown. Mr. James was apprehended by IFEP officers on August 31, 2008 near the Serpentine River on the provinces west coast.
